Eleace Sawyers, MPA, MAcc, CPPB, CHC
President & Chief Executive Officer

Eleace Sawyers, MPA, MAcc, CPPB, CHC joined Care Alliance Health Center as President and Chief Executive Officer in February 2017. As the leader of the organization, Ms. Sawyers oversees 120 staff members, across six (6) community health clinics operating in Cleveland, Ohio. Under Eleace’s supervision, Care Alliance will continue to provide comprehensive primary health care services to 14,000 patients annually.

Ms. Sawyers came to Care Alliance with over 14 years of Federally Qualified Community Health Center (FQHC) experience. She is an inspired executive with a history of success in strategic planning, program design, operations management, and regulatory affairs. With expertise providing visionary and hands-on leadership in rapidly changing, highly regulated industries, she offers experience in increasing revenue, driving efficiency, conducting high-value negotiations and improving regulatory policy and contract compliance.

Since 2002, Ms. Sawyers served in extremely versatile and influential positions for Jessie Trice Community Health Center, Inc., a multi-site, not-for-profit, FQHC organization formerly known as Economic Opportunity Family Health Center, Inc. From 2002 to 2005, Ms. Sawyers functioned as Manager of Corporate Affairs / Internal Auditor. Following that, she served as Director of Corporate Affairs, a multifaceted position that relied on her unique ability to oversee multiple departments and operations to optimize financial resources for the Corporate Affairs Division of Jessie Trice. By 2007, Ms. Sawyers was named Vice President of Corporate Affairs, Planning and Business Development in addition to performing as Chief Compliance Officer.

While at Jessie Trice, Ms. Sawyers had the opportunity to showcase her versatile knowledge and accessible leadership style by spearheading major initiatives to boost financial, clinical, and operational excellence for the agency and foundation. She not only dramatically expanded income sources and cut costs, but also oversaw several large-scale construction and renovation projects while there. Ms. Sawyers was responsible for securing a $4 million general obligation bond grant to support the development of a 22,500 square-foot, two-story corporate capital development project. She also created and expanded the capital-giving program and pioneered other revenue-generating strategies such as the annual Patient Toy Drive (“Santa’s Workshop”), which helped to improve visibility and community awareness.

Before joining Jessie Trice Community Health Center, Inc., Ms. Sawyers functioned as Senior Auditor for the Office of the State Auditor in Jackson, Mississippi. Leveraging advanced training and early-career roles in accounting and business administration, she performed independent financial, federal, and state compliance audits for state and local government agencies.

Ms. Sawyers has a passion for learning and is energized by new challenges. She is pursuing a Ph.D. in Public Policy with a not-for-profit focus. She earned a Master of Public Administration from Florida International University and Master of Accountancy and Bachelor of Business Administration from Millsaps College. She is Certified in Healthcare Compliance (CHC) and is a member of the American College of Health Care Executives. She is the proud recipient of numerous awards including: the 2016 Community Development Leadership and Supporter Award (Diaspora Arts Coalition), the 2014 Florida Association of Community Health Center (FACHC) Partnership Award, and the 2007 Role Model of Excellence Award.

Kate NagelKate Fox Nagel, DrPH, MPH
Chief Administrative Officer

Kate Fox Nagel, DrPH, MPH joined Care Alliance as the Chief Administrative Officer in March 2012 after serving as a member of Care Alliance’s Board of Trustees for four years. She is responsible for guiding strategic initiatives and external affairs.

Previously Ms. Nagel was the Senior Director of Public Health and Research at the Cleveland Clinic, responsible for setting the public health agenda for the Cleveland Clinic and directing its Department of Public Health and Research (PHR). Prior to creating PHR in 2009, Ms. Nagel was Director of Federal Affairs, advocating for Cleveland Clinic’s federal policy priorities, both legislative and regulatory. She also spent nearly three years in the Public and Media Relations Department where she was responsible for developing, managing and delivering all press outreach for a variety of departments, including Cleveland Clinic’s top-rated Heart Center and government and community relations programs. Ms. Nagel joined the Clinic in March 2004.

Ms. Nagel moved to Cleveland in 2003 from Washington DC, where she developed and implemented health education and communication programs on a variety of health issues including HIV/AIDS, childhood lead poisoning, tobacco, obesity and arthritis.

Ms. Nagel graduated with honors from Miami University with a bachelor of arts in psychology. She has a doctorate in public health from the University of North Carolina at Chapel Hill Gillings School of Global Public Health and a master’s degree in public health from Johns Hopkins Bloomberg School of Public Health. She represented the Cleveland Clinic as the founding Chair of the Cuyahoga Health Access Partnership, in a leadership role on the Ohio Business Roundtable’s Childhood Obesity Initiative and as an Advisory Board member of the Partnership to Fight Chronic Disease. Ms. Nagel is a Robert Wood Johnson Foundation Ladder to Leadership Fellow, a member of the American Public Health Association, and an adjunct faculty member of the Master of Public Health Program at the Case Western Reserve University School of Medicine.

Ms. Nagel lives in Cleveland Heights with her husband, Sean J. Nagel, a staff physician at the Cleveland Clinic, and their two children, James Bennett and Emerson Louise.

Bruce Noll, CFOBruce Noll, MBA, CPA
Chief Financial Officer

Bruce Noll, MBA, CPA served as a member of Care Alliance’s Board of Directors for seven years before coming on board as the organization’s Chief Financial Officer in 2011.  His career in financial stewardship spans 32 years.  He has had a significant scope of strategic financial leadership experience at the most senior level for a national non-profit, national consultant, large system non-profit provider, regional for profit provider, and as an entrepreneur.

Mr. Noll, a Certified Public Accountant, received a Master in Business Administration in Accounting from Wright State University, and a Bachelors of Science in Business Administration in Accounting from Bowling Green State University.

Terry Byrne, FACHE, MBA, MJ
Chief Operations Officer

Terry Byrne, FACHE, MBA, MJ came to Care Alliance in 2015 as the Director of Operations and was quickly promoted to Chief Operations Officer following a year of responsive management and improved operations. As the Chief Operations Officer, Mr. Byrne oversees Integrated Facilities Management, Information Technology, Safety and Transportation Services, Human Resources, Clinical Nursing Administration, and Systems Operations for all of Care Alliance Health Center.

In previous positions, Mr. Byrne served as a Registered Respiratory Therapist, Director of Health Information Services, Privacy Officer, Risk Manager, and Compliance Officer. With an extensive background in health care, Mr. Byrne brings a depth of knowledge to the Executive Team and leadership approach at Care Alliance Health Center.

Terry has a Masters in Healthcare Administration from Cleveland State University, and a Masters in Jurisprudence in Health Law from the University of Loyola, Chicago. He is a Fellow in the American College of Healthcare Executives, Certified in Healthcare Compliance, Certified in Healthcare Privacy and Security, and is a Certified Professional in Healthcare Risk Management.

Todd Wagner, MD, MPH
Medical Director

Todd Wagner, MD, MPH earned his medical degree from University of North Dakota, and a completed his family medicine residency training at University Hospitals, where he served as Chief Resident. He also holds a Master in Public Health from Case Western Reserve University. Dr. Wagner joined Care Alliance Health Center in July 2012, and enjoys caring for patients of all ages.

Suparna Argekar Mahalaha, DDS, MPH
Interim Dental Director

Suparna Argekar Mahalaha, DDS, MPH earned her dental degree from Case Western Reserve University, and completed her general practice residency at the Louis Stokes Cleveland VA Medical Center. She also holds a Master in Public Health from Case Western Reserve University. Dr. Mahalaha joined Care Alliance Health Center in January of 2009 as a full time Dental Provider. Serving on the dental team for over eight years now, Dr. Mahalaha has been instrumental in the growth and expansion of Care Alliance’s dental practice. Dr. Mahalaha enjoys caring for patients of all ages, however, she has a special interest in dental care for geriatric patients. In addition to working at Care Alliance, Dr. Mahalaha also serves as a faculty member and instructor at the Case Western Reserve University School of Dental Medicine.
